District of Columbia Water and Sewer Authority, New Headquarters Building

  • This project is one of the most sustainable construction projects ever in D.C. It provides a visible connection to the community that D.C. Water serves. The design is described as a bold, innovative statement on the Anacostia River shoreline that reflects D.C. Waters mission to provide reliable and cost-effective water and wastewater services in accordance with best practices.

Skanska provided design-build services for a new headquarters building and site-related improvements for the District of Columbia Water and Sewer Authority. The office building, located next to the historic Main Pumping Station and near the National’s Ballpark, is the “face” of DC Water and provide a visible connection to the community it serves. The facility was built over DC Water’s O Street Pumping Station, and incorporated educational programming throughout public areas. The project is targeting LEED Platinum certification.

The building’s unique mass and form are optimized for the site’s geographic location, orientation and climate characteristics. The facility includes a heat recovery system using the Pumping Station’s sewage waste stream as a heat source for the high-performance HVAC system, which is optimized for the heat recovery system output.

The project’s Energy Usage Intensity (EUI) design is initially targeting 23 kBtu/square foot/year, well below conventional office buildings in the Washington, DC area. 100 percent of rainfall will be recovered onsite for non-potable usage – gray water use – in the headquarters. The entire DC Water campus landscape is being designed with native and naturalized species, selected for suitability to replace shoreline features with a natural water’s edge setting.

All building and site features are designed to be low-to-no maintenance, easy to control and durable. Our design-build team worked closely with DC Water to define commercially recognized, valid strategies and technologies with readily available construction solutions for all aspects of the building and surrounding campus.
